Steps
- Lower TTL in advanceReduce TTL and wait for prior cache expiry.
- Publish new recordsApply the cutover RRset at the authority.
- Observe then raise TTLConfirm success, then restore longer TTL values.
Expected outcome: DNS change completes with bounded mixed-cache risk.
